    I have a third grader in public school in Hawaii, she has taken the HSA test and has made improvements since the first test this year, because she didnt pass the HSA test can they hold her back and not advance her the 4th grade?

    The school cannot hold your child back solely based on their HSA score. The teacher/ school has to use report card data and overall student performance which shows a lack of progress to hold back a student. Also, you probably would have had a few meetings to discuss your child's progress before that decision would have been made.
